Ad set
The middle level of a Meta campaign, where budget, schedule, audience, placements and optimisation goal are usually set.
An ad set is the middle layer of Meta's three-level campaign structure. A campaign contains one or more ad sets, and each ad set contains one or more ads. The ad set is where most delivery decisions are made.
What is set at each level
- Campaign: the objective, such as sales, leads or awareness, and optionally the budget if you use campaign budget optimization.
- Ad set: the audience, locations, placements, schedule, conversion event, bid strategy and, if budget is not set at campaign level, the budget.
- Ad: the creative, primary text, headline, call to action and destination URL.
Why structure matters
Each ad set goes through its own learning phase as Meta gathers data on who responds. Spreading a small budget across many ad sets can leave each one with too few conversions to learn effectively. This is one reason many advertisers have moved towards simpler account structures with fewer, larger ad sets.
Common ways to use ad sets
- Separate prospecting and retargeting audiences.
- Split by country when markets differ significantly in price, language or margin.
- Isolate a creative test so new ads do not compete directly with proven winners.
- Test different optimisation events or bid strategies.
In practice
Avoid making frequent significant edits to an ad set, such as large budget changes or new targeting, since these can send it back into learning. Use clear naming conventions so reports remain readable as the account grows.
